The only reason I can think of for using your format would be if someone started work at 12:00 and worked until 15:35. not necessarily a TIME format, which would be 12.31.12 hours and 31 minutes.
To be precise, the Format that you have ( eg 12:31with a COLON symbol) is a CLOCK format. I take the hourly wage, divide it by 60 so I get the minute rate then multiply it by 0.000694444444444444 which is the numeric value for 1 minute in time format. I put the hourly wage at the top of the sheet and then tried to calculate the overall week's wage and it didn't do it properly because the time format's value is in low decimal numbers so after a bit of time I came up with a formula that can work out the total wage:
